Interesting stuff! Always fascinating the type of thing you run into doing legal research.

As for quotes, I have long followed the Le Monde technique of italicizing quotes, but bolding works even better.

I set up the present blockquote format -- border on the left, light shaded background -- after I did this post. I decided the bolding was just too much for long quotes, although I still sometimes use it for short inline quotes.
